Obligations for aircraft operators
1. Monitoring on CO2-emissions
EU ETS for aviation will start in 2012, but the years 2010 and 2011 have been declared 'pre-trading' years, i.e. the CO2-emissions for those years must already be monitored. This must be done according to a monitoringplan CO2-emissions that is been submitted by the aircraft operator and that is being approved by the competent authority of the administering Member State.

2. Reporting on CO2-emissions

3. Surrendering emission allowances based on yearly CO2-emissions
The year 2012 will be the first year over which participating operators must not only report, but also surrender emission allowances (for which they may have been allocated emission allowances free of charge).
